There is no hard limit. Files are processed sequentially in your browser, so the practical limit is your device's memory — hundreds of normal photos are fine.

Does the target size apply per file or to the whole ZIP?

Per file. If you set 500 KB, every image is individually compressed to about 500 KB or less.
